Crime Rework

Greeting inmates and all around scumbags of society! Due to recent budgetary cuts from the state we are no longer able to afford the same amount of guards in rotation. We anticipate this will cause a dramatic increase in the amount of crime around the prison, due to the reduced involvement of the guards we also anticipate the monetary and experience gains from the crimes to increase.
