Escape Fixes

Heard a few of you were hitting some issues with my escape requirements, really you weren't hitting hard enough, but I'm now seeing hospitalizations and weekly watchlist wins correctly.
Major is still offering UTPs for the first partnership to escape to SL7, so get on your horses and start proving yourself to me.
I also forgot to mention, upon escape I'll be kitting you out with both my Dante's Grenade Launcher and Dante's Vibranium Armor for free, I've got a stock pile, and anyone who proves themselves to me needs a little head start in the new world of Devils Island. Word on the cell block is that these will play a vital role in a future aspect of the game.
